Number of Awards & Eligibility: Approximately 15 awards offered annually. The foundation receives an average of 80 applications per year.
In order to qualify, students must meet the following criteria:
  1. This award is for U.S. students.
  2. Must be a U.S. citizen.
  3. Must show an interest in pursuing a career in advocacy through public affairs, lobbying or government relations.
  4. Must be accepted or currently enrolled in a graduate program.
  5. Must plan to enroll or be enrolled on a part-time basis in an eligible graduate program. Please note: Students who are enrolled full time may apply but MUST also be working full time.
  6. Must be employed on a full-time basis (40 hours or more per week).
  7. The average grade point average of recipients is 3.67.
  8. Must attend or plan to attend one of the participating universities: American University, the Catholic University of America, George Mason University, Georgetown University, George Washington University, Howard University, The Johns Hopkins University, and the University of Maryland. Please note: Students who do not attend one of these universities but meet all other criteria for the fellowship should email the Bryce Harlow Foundation for permission to apply.

Description: Graduate students who show an interest in pursuing a career in advocacy through public affairs, lobbying or government relations and are attending or planning to attend one of the foundation's participating universities (or attend a non-participating university and receive special permission from the foundation) are eligible to apply for this award. Students must work on a full-time (40 hours per week) basis. The average recipient of this award has a 3.67 grade point average.

Additional Information: Each university is allowed to recommend up to 10 applicants for the Bryce Harlow Fellowship. If more than 10 applications are received by a university, a school-based committee will select the applications to be forwarded to the foundation. The Bryce Harlow Foundation Fellowship Committee will review and select finalists from applicants recommended by participating universities. Fellowship finalists will be interviewed and the committee will select the Bryce Harlow Fellows. Selection criteria include a strong interest in a career in public affairs, government relations or lobbying; professional achievement and leadership potential; demonstrated academic achievement and potential; and financial need.

Award Amount: $8,000 annually (paid to the university in two equal installments), non-renewable. The student may reapply each year that he/she is eligible. In addition to the financial award, Bryce Harlow Scholars have the opportunity to participate in mentoring relationships with members of the Bryce Harlow Board of Governors as well as become members of the prestigious Bryce Harlow Scholar Alumni Association.  The total dollars awarded for this scholarship is $8,000.

Applications and instructions are available online from the Bryce Harlow Foundation website. In addition to the completed application, each applicant must submit one type-written statement of no more than 250 words on each of the following topics (four written statements total): career interest, demonstrated leadership abilities, financial need, and advocacy with integrity. The student must also submit two letters of recommendation from individuals who are familiar with himself/herself (recommendation request forms are available on the Bryce Harlow Foundation website), official academic transcripts from all postsecondary institutions attended, and a one-page resume. All written statements must be double-spaced. All applications and supporting documents must be submitted online. As there is no way to save an application without submitting it, students should ensure all forms and required documents are in order before beginning the online process. Forms submitted after the deadline date will not be considered.
